Search for "how to shave door handles" on Google - I'm sure you'll find tons of info. EDIT: Same theory and appplication, just a smaller area to work.
But the gist is...cut a filler panel out of similar gauge sheetmetal, bend it slightly to match the curve of the panel, and weld it in place. Tack, move an inch, tack again...this is so small, that you'll just have to wait a while between each tack weld. You'll need to BE SURE it doesn't get too hot and warp the whole panel...use patience!!! Then grind the weld smooth, apply a skin coat of bondo...sand, prime, paint. Thanks you "Trucks" on Spike TV. Hehe... - Brian

That's the way I'll do it Brian when I'm ready for body work. Rick, I used white vinyl and ducted taped the bottom so no water comes in. It works but I guess it also depends if you have a basic color to match the vinyl with.
