is it possible, with consult software, to change the temp at which the fans come on at?

no,

you can only trick the ecu into turning on the fan by
telling it that the temp is higher than it really is.
It is not permanent.

Which engine?

You can wire your own sensor and adjustable relay to trip the fan at your preference, or wire a switch and turn it on whenever you like.

its an sr, i just didnt want to wire up a bunch of new stuff. thought it would be nice to change the temp that triggered it. then i could leave my fans pulgged into the stock spot and be all nifty like that.
