bolt on the front frame for bumper support broke, how to install a new one?

so i was in a small accident and the bolt that goes through the bumper support broke off. it goes through the frame. so all that's left is a broken bolt in there. i can't seem to get it off i've hammered at it, heated it up w/ blow tourch and try to hammer it, it just doesn't seem to budge. anyone have any idea?

Screw extractor, you can get one at Lowe's pretty cheap.
... get one big enough to not break when you go to use it.

It's a stud they aren't to be removed. In this case drill it out, and tap it and put in a bolt. That's how you fix this problem.
