Most likely you dont have one and its for emissions to vent fuel vapor from the tank sucking it through the hose under the TB. Its not important and only used for emissions and is not needed at all.

Yup, just block it off. It wont hurt anything. Just one less vacuum hose to deal with.

kinda but not really because with the throttle closed you wont get a vacuum reading until the throttle opens a bit. So if you have a boost gauge that doesnt show vacuum then it might be ok. But the vacuum usually used for the boost gauge reading is the small one on the top left of the TB also used by the oem pressure regulator.

http://www.sillbeer.com/vaccum.php This site will tell you where to put the vac lines. Do not discard the canister if you still have it. It will only help the car, not hurt or restrict it. It isn't going to effect the car either way but why not leave something on that isn't causing a problem or just might do it's job one day. And no there is nothing you can hook up to it if you take off the canister, just cap it.
