what are the best headers to put on a 91 stock s13?

You only have a couple choices.  GReddy or Hotshot.  Mabey another one, but it's not so common, so I don't think it would be a good choice.
Go to 240sx.org and look at thier reviews section.  Go to exhaust and read what other people think about their headers.
Also, there will be a lot of "The hotshot has bad fitment.  Stuff don't line up right, yadda yadda."  Hotshot redesigned their header, so if you buy a new one, it should be a perfect fit.  I haven't heard anything bad about the new model.

*note* the new HotShot fits perfectly, but is a b**** to install, just because of clearance of the steering linkage

it's definitely worth it
