wont rev past 2500 rpm

Just did a 95ka swap in my 92, swapt all parts from my 92 over to the motor, runs but hesitates to go beyond 2300 rpm. Vacuum lines checked! Timing checked! sensors & connectors all are accounted for. Compression seems to be good, 170,170,155,160psi... anyone knows?
