im trying to figure out where to get positive power from for the h3 bulbs and a switch which has positive, load, ground, i was thinking the cigarette lighter but is there an easier/safer way im not good at wiring things the proper way? thanx

You're gonna put h3's in a plastic housing?

No offense, but that's a stupid idea.

But if you must insist, run a relay. Get the positive for the relay from any source you want.
