Timing messed up

This is just taking me too long. Me and my friend spent about 5 hours by now trying to make it work but it doesnt look like it's gonna happen. Here is the problem:

After i put the head back on, and all the timing bs we had to fix (since we didn't mark the rotor and had to adjust matching the spark plug fire and the air coming out of the sparkplug hole) we ended up with 20 BTDC with the distributor all the way to the right instead of distributer being in the center where it was before. Everything worked fine though. Couple weeks ago, i put in the 91 cams. We put everything back together the timing was 19 BTDC (that's what it is at right now). Now i've decided to bump it up to 24 BTDC. The problem is that since it's already maxed out, i need to take the thing itself out and turn it. The problem is, that after spending 5 hours doing this, we still can't make it go to 24. Every time we turn it, it jumps into the 30s and the lowest we can do than is 32 BTDC. I just cant hit anything in between 19 and 31. Can it be the timing chain mess up or something? Need some advice on this....
