Exclamation Help me identify what the problem is!!!!!

When i get in my car and turn on the ignition to start the car it does not want to start. I hear a click, but the engine does not turn over. If i start the wiggle the ignition switch up and down while i try to turn it on it works and my car starts. Now my problem is that this does not work either unless i tilt my wheel all the way down, then it works. If you have any ideas, plz feel free to share.
