I am having a problem with a SOHC to pass smog. It's throwing code 32 and i have tried almost everything to get it to go away.

1. Replaced two EGR valves.
2. replaced egr valve gaskets.
3. replaced two bpt valves.
4. replaced egr temp sensor.
5. every vacuum hose connected to the car is brand new. not one crack.
6. i am pretty sure i have hooked up every single hose in the correct location.
using this diagram, which BTW if someone had a paperback FSM can they scan me a bigger picture of this...

7. replaced all the solenoids, two behind head, one under IM, and one right under aiv

I'm curious can missing two bolts on exhaust manifold, or cracked egr pipe that runs behind the block cause egr code?

btw, car passed 25 mph but not the 15mph.
