Whatever this is its blocking my steering... ( the metal hose )

Ive seen some engine pics that has this **** removed.... what/where do i buy something to replace this?

That's the AIV, take it off, get an S14 02 pipe (doesn't have that hole)or plug it up (HT sells the plug ($)) or use that plug, cut the pipe and weld it shut, OR buy a greddy 02 pipe.
