s14 power steering issue

I bought a new power steering rack for my s14 since I had the motor out. I decided to take the power steering pump apart to clean it and paint the outside casting. The pump worked before I took it apart. I put the pump back together exactly how it was before. I install the pump using atf and start the car up. I hear no noise from the pump nor do I have power steering. I tried priming the system and still got no power steering. Could the pump be messed up now since I took it apart? I have a s13 sr20 in my car and I just bought a power steering pump from the auto part store from a 93 s13. Both pumps look identical so all I have to is switch the pulleys right?

Again, there is no noise coming from the pump. I would imagine that the pump would make noise if there is air in the system or its low on fluid. The system is low on fluid and it makes not noise. Is the pump bad? I want to get some opinions before I install the new ps pump.

Is it just tough, or none at all?

Jack front end up, and continue turning lock to lock until it burps/bleeds.

its really tough to turn. i had put it on a jack and turned the wheel lock to lock but nothing would happen. it seems that the pump isnt taking any fluid in. when i turn the wheel the fluid level doesnt go down.
