hks ssqv3 question

hey i recently picked up a bnib ssqv3 and i noticed it wasnt as loud and i got a lil bit of compressor surge at low amounts of throttle . i decided to take a closer look at it and noticed that the silver ring inside would spin when the bov opens. i was wondering if this was normal for the v3? i havent put a boost leak tester on it but car spools alot faster and builds boost instantly now since replacing my old leaky ssqv. heres a vid showing whats goin on.
