Wastegate actuator bad?
So I have my boost controller set at 7psi on my GT28 and I was driving and boosting as normal but all of a sudden it open to over 15psi. I also was boosting at 7psi and spiked to 10psi.. I'm thinking that my wastegate is screwed.. I can on move the wastegate about 1 inch with a good grip with pliers. Bad wastegate? Anything I can do to free it up? guessing it is stuck closed?

Check the boost line between the Boost source & boost controller... and between the boost controller & the actuator. Sounds to me like the actuator is fine and is not receiving the "open" pressure from the controller.
Going over 15psi is not the wastegate opening; it's the wastegate NOT opening. The wastegate opening is what keeps you from overboosting.
