Lower chain tensioner question

I was following the NICO club tutorial on how to remove the timing chain guides because my car was making the rattling sound, only to find that the guides had already been removed. Then I tried cleaning the tensioners, the top one was stuck and with some WD-40 as recommended, I was able to push it back and forth freely. The lower one, however did not budge at all, even with some force and WD-40. Is the lower tensioner supposed to push back and forth as well? If so, how can I free it like the top one?

replace all ur timing components, you already removed ur timing cover just put brand new components, its like tearing a block apart to replace rings on one piston only, might as well do a complete rebuild
