s13 messed up right turn signal,please help!

When my headlights are off,and I use my right turn signal,it works fine,the only thing thats odd is when the actual light is on for a second(or however long) the tach clock light fades,then when the blinker light is not actually on the clock light is fine.

When I have my parking lights or headlights on,the blinker indicator on the dash stays lit as does the rear right blinker stay on,needless to say when I hit the switch they don't work....

I have to do alot of night driving b/c I got into a show fairly recently,and rehearsals run pretty late...I need to fix this!!!! I don't have the money to shell out to get it fixed.....TIA

EDIT: please help,I drive through an area with really really strict cops that will ticket me if they see that....noy yo mention I usually switch lanes alot to get through traffic,but I don't feel safe without a blinker...

damned aftermarket wiring harness's from my clear bumper lights was no good....redid it b/c the wires in it came apart,then the left blinker freaked out,so I said fuck it and put the OEM wiring harness' back in,and works fine.
