How much fluid is there supposed to be in the Power Steering reservoir?

Mine it empty, is that normal?

Ive got heavy steering and Im trying to work out what the problem.

I thought it would be air in my system since I changed my High Pressure hose but could it be just low fluids? (there is no whining noise)

ps. I did put fluid it in after I changed the hose, it may have not been enough?

There should be fluid between the MAX and the MIN line.
