'91 ECU Tweaking?

Ok, I have to eventually do something with the ECU, and I'd like to somehow reprogram it myself as opposed to spending $1,000 for an aftermarket unit or $300 for a piggyback. As for right now though, I just need the rev limiter and speed limiter killed.

Is there any way to do this with a laptop, cable, and downloadable software, or is there another ECU option I'm missing here? It seems there's got to be some low cost option available.

It's the KA24DE, and I'll be in Spokane, WA. A bit far from Florida.

ZControl looks to still be in beta or something, but I'll gladly keep monitoring it. Until then, does anyone know of a way to remove the speed limiter and rev limiter without fucking directly with the ECU? Cutting wires or re-routing them is cool, but I don't have the ability to fuck with the ECU itself as of yet.
