Question R33 legal?

Came across a craiglist ad in the los angeles area selling a r33 gtr?
How is it possible that he could have california plates and regester when its not even fed legal? Also knowing how cali is with black market vehicles how is this a exemption?

Isn't the 1990 R32's now legal because of the 25 year rule?

Yes it is Legal my car is a 1990. I was talking about the R33.
