Before you go thru all the hassle of adjusting your e-brake, pull your rear tires & see how much pad you have left on your rear brakes. Why bother adjusting your e-brakes if you have NO pad left??
If your pads are shot & they are worn down to nothing, then replace your pads. Once you replace your pads THEN adjust your e-brake. According to the FSM, you're only supposed to pull the e-brake up SEVEN (7) clicks - zero is when the e-brake completely released & down. Click up seven clicks from there. Once you hear the seventh click, stop pulling. Pull out your deep dish socket wrench then tighten the cable from there. The adjusting hole should barely be visible at that point.
