Is there any way to relocate the power steering pump to the driver side on a KA24E?

There is always a way, it just depends on how in depth you want to go. I would imagine the alternator would need to be moved too, which means wiring etc. Maybe a remote electric powersteering setup would be a good idea.

May I ask the reason why?

No reason you'd have to move the alternator.

If you don't have A/C you could fab a bracket to put the a KA24DE PS pump down there below the distributor where the compressor would go. With it in that location the high pressure pump to rack KA24DE PS line would probably still fit.

If you wanted to mount it up higher in the KA24DE location and keep A/C you'd maybe be able to remove the cap and rotor from the distributor to gain some clearance, and use it as a cam angle sensor for a coil-near-plug setup with LS coils. but that's obviously a lot of work. At that point swapping in an electric steering column would be easier.
