Some Questions about 4 lug hubs

If any of you remember a while back i installed new battle z tension rods and still had vibration through my steering wheel, well now i finially found the problem. Ok well i have on one side some bad wheel bearings. If i lift up my car i can move the right front wheel a good bit. the other side doesnt move at all. So my question are:

1. I cant afford a 5 lug swap right now, should i buy new or used front hubs??

2. Secondly i have pins through the rear hubs on the bolt, shouldnt the fronts also have some sort of cotter pins through them??
