Yesterday whe i got into the car, i let the ebrake down and it was pretty stiff. and everytime i pull it up it gets pretty dam stiff too. on a normal basis i can pull the ebrake pretty high, but yesterday i can only do it half way.

so whats the problem?

Seized caliper maybe. If the piston won't push out completely, you'll feel resistance on the handle.
