sr20det cutting boost early...

im not sure if this is hesitation or not but im gonna ask anyway... yes kids, i searched. im still not sure what hesitation is because i havent experienced it in my other cars. no really... i havent.

car still throws alot of black smoke.. smells like gas (running rich?). when i jacked up the rear of the car, and gunned and shifted away, the car seemed to be boosting fine, like the redtop i've done a while back (stock everything, except walboro). the only problem now is that when the car is on the street i can feel the boost until under 3k where it just cuts boost and it picks it up after 4-5k and i can hear the turbo again, but the boost feels weak. also the car backfires when i gas it above 4k. is this hesitation?

BTW- heres the setup

95 s13 blacktop w/ 62 ecu
fatty s13 02 sensor
rsr ex mag DP and GT II exhaust +HKS elbow
hks manifold
gt25rs
FMIC

Timed via FSM, two shiny chain links matched to the holes on the cams... CAS was put in when crank pully was 2nd notch from the left (the passenger side).
