that is part of the SR AIV system. it is actually on the turbo elbow not on the downpipe. it recirculates some of the gas back into the intake i believe. eitherway its not necessary and on the usdm cars it hits the steering column U-joint. it looks like the person that installed your engine cut it back and welded it closed. i simply cut mine of and then bent it back with a hammer so it wouldn't leak. you should double check if yours hits, because from the pictures it looks like it is.

yea i installed a new steering rack because mine was leaking, and after the installation it started to hit the steering column, so i cut it because i was going to weld new pipe to go around the steering column. But since you said that the pipe is not necessary ill just plug up the pipe. Is the pipe for emissions or something?

well thanks for the info

Do the nickel trick.
Cut the end of the pipe (past the threaded piece)place a nickel in the hole, and screw the threaded piece back in. Voila!

i believe its an emissions thing. i don't think having it would help your SR pass emissions anybetter than still having the AIV system hooked up. especially in cali. i would cut your pipe back further and do what mrmephistopheles said.
