s13 Brake Problem, sudden pedel softness

My mom was driving the 89 auto 240 today when all of a sudden while going down the hill the brake pedal became very soft and just pushed all the way to the floor. The car still slowed down but very slowly.

I took it for a spin and their is almost no resistance to the pedal. I checked the fluid leval and it is fine, and the fluid does not look contaminated. I don't see any fluids on the ground.

While I was driving it from 35mph when I stomped the pedal the the floor the car would stop but softly and took about 20 feet or so not skidding at all. Driving back wards the car will skid. But going forward you have to be at 45 to skid at then it is only the rear wheels. The e-brake will still lock the rear wheels up to. From 55+mph If I stmp the brakes the car will lock up and skid.

So I am a little stumped. From what I experinced I think it might be the master cylinder. Anyone have any other ideas or think I am right in this guess? If it is the master cylinder I might just take the one from my 92 for it and see about getting a z32 one for my car. I'll have to do some research into that though since I don't know how hard a swap that is or if it can be used with the s13 brakes till I get the money for the z32 brakes. At least I get 20% employee discount at Advance Auto.
