gt2871r not spooling past 1 bar. blitz sbc-id issues? or something else?

i've been using a Blitz SBC-id II boost controller ever since march 2005, and since my recent turbo upgrade, i haven't been able to boost past 14-15 lbs even though the setting was @ 20. prior to the upgrade, i had never ran greater than 14 since i was only using the stock 370cc inj.

today, i had replaced the SBC solenoid considering that's what basically gives the signal to the actuator (which is set to 15 lbs from the factory) to bypass until the boost controller setting has been reached. but to no prevail.

what else could probably be the issue? could it possibly be the actuator? or the boost controller?

here's a list of what i just upgraded to:

gt2871r .64 a/r (internally gated)
deatschwerks 600cc injectors
z32 maf
apex'i power fc
