ECU not responding to mode selector

This evening, I tried to go through diagnostic with ECU. I turned key to on position with engine not running. ECU never responded to my turning the mode selector clockwise all the way and holding it there indefinitely. Solid red light is on all the time and never blinks with mode selector turned fully clock wise.

What is ECU doing? Do any one know how to reset the ECU so that I could use it for diagnostics or could it be that the ECU is fried?

im having a similar problem. the led doesnt come on.

ecu is supposed to reset itself once the residual power is gone.
IOW, unplug power and let sit for at least 24h.

I have been doing that. Turn it clockwise, wait for 2 seconds and turns counter clockwise. No success.
