My new Project need help!

Hi there guys I have a 89 240sx with the SOHC KA and im wanting to build a 1000 hp 240sx. I want AC because I live in Texas, I want to be able to kill the ricers on the street. I dont want any head work done or block forging done either. by the way Im wanting 1000 HP NA! with no tune and be able to pass smog. Also 1/4 mile time cant be any higher than 9 sec also i have to use winter tires cause "winter tires" sound awesome. I want those stock light weight honda wheels so that my car can move faster. I dont want to run NOS but water injection is ok. I do not want to get the car tuned cause im on a budget plus if i get it tuned then i wont pass emissions. if anyone can give me some tips on my new project it would be appreciated or if anyone knows any tuner shops that can do this and my budget is no more than a 1000$ because that is my favorite number.
