blown turbo?

Hey guys, i searched and found some answers but not all.

So i got an sr front clip like 3 weeks ago and i finally finished everything i needed and put my exhaust back on. Before when it had no exhaust, just the down pipe it was super loud so i couldnt really hear anything in the engine bay. So now that the exhaust is on i can hear up in the engine bay and i can hear this horrible sound coming from the exhaust side. Like metal scraping metal, then it started smoking white from the elbow part. I took the rubber thing for the maf and checked the turbo and there was oil on it. So my question is.

Is there supposed to be any oil on the turbo at all?

Whats the scraping sound? shaft play?

Thanks in advance guys. Im so tired of working on my car lol ive been out there for the past 3 weeks after i get out of work till it gets dark trying to finish the dam swap that i havent even test driven lol and now i find this. Any help is apprecitated!
