Power wont shut off?

When i turn the key in the ignition on position and then turn the key back off and pull it out, i still have power. My windows still work and the red warning lights on my gauge cluster will not shut off (such as the open door, oil light, e-brake). the only way for me to shut the power off completely is to turn my car on (start the motor) then turn it off.

Ive printed out the starting system wiring diagram in the fsm and retraced my wiring and it looks fine.

Any help would be appreciated.
