Confused with Built Head on s13SR

Update. Car is running. Currently running open down pipe, idle is 850 steady. It sounds nasty and exhuast will be put on this week. I have put about 250miles on the new head. Bringing it through the rpm ranges, revving it slowly to 4000 through each gears and not bringing it past 5000. I'll bring to 500 miles before i start beating on it. I did a pull today spiking at 16psi, starting at 3000 in 2nd till 5000, shifted, then up to 5000 in 3rd. Frankly it feels slow as balls. Its def stuttering around 4500-5000, waste gate trying to hold boost? Its not tuned for the built head yet but tuned for the other supporting mods. I am going to buy a Enthalopy ECU next week, followed shortly by a wide band. Hopefully the ECU will fix my problems..

Engine Mods
s13 Coupe W/s13SR
-S15 Spec R t28
-480's
-Greddy VSPL
-NGK iridiums(spelt wrong)
-z32 MAF
-walboro 255
-XAT dyno tune for the mods listed above for 16psi.

HEAD-264 BC's stage 1, BC springs/retainers, BC exhuast/itnake valves stock bore, re-shimmed shims.


Any one with a similiar set up experiance this? Any input is welcome.

EDIT

Just found out the BOV was leaking at idle, that could explain the reason for stuttering at high rpms. Tightned the type S down a couple turns and do a pull or 2 in a little bit.
