S13 electrical issue

A good friend of mine has an S13 coupe that's having some electrical issues. He installed a turbo timer (Cause he's got a CA18), and everything was fine and dandy. A few weeks later, the dash lights all started staying on like the key was in the run position, and other electronic components that would work in the run position worked as well (Radio, blinkers, etc.). The car shuts off with the key just fine, however. Last week (about 3 weeks after he started having the problem), he noticed the body harness in the driver's side fender had gotten chewed by the tire, and had 3 wires exposed from their jackets. We figured this was the problem, a short caused by the wires exposed and touching. Well, today I head over there and separate the wires from each other, tape everything up, and ziptie it out of the way to prevent further rubbing, but this didn't solve the problem. Could he have a bad ignition switch? What else should we look for (Without pulling the dash out)?
