I think hes referring to harnesses as in 4,5,6pt racing harnesses?

Makes no sense.

Race harnesses are not legal replacements for seat belts, as dumb as that sounds. They don't mount to the same points, they're not DOT approved, and there's not a single OEM that uses them instead of a traditional 3pt seat belt.

If anyone's gone to court for a seat belt ticket and won, or gone to CHP and had them sign off on it should post it up. Hearsay from a CHP officer at a shop doesn't do it for me.

String together a coherent post and run it by your High School English teacher, then try again.
