Torch them out/

Use a torch, get them hot, then use some soft candle wax and pb blaster. Let it soak, then torch them again untill they start to bubble around the threads. Can you flip it over and use vice grips on the non threaded part of the bolt?

Other wise center punch, drill.

THe one that keeps spinning, you may need to stick a blade in there and wedge the bolt while you loosen.

Whoa what car is that off of and where does it mount to? I may need to get one of those. Please post a further away picture of the frame rail if possible. But i would try to drill the threads out all the way through with a small bit and then use a reverse bit.

its off of an s14 near the rear end of the car on passenger side, that sucks man but worst case you can clock the evap a tad if you must and threadsert the frame rail to add 1 or 2 more threaded holes for it to tighten down to. as far as the valve iunno? don't try looking at courtesy, look at junkyards for that part or for people parting out s14s that usually just throw that stuff away
