Strange Problem With Pop-Up Headlights. Help!

So, I'm kinda new to this whole thing, so it'd be great if you guys pointed out anything that I'm doing wrong on Zilvia. Anyways..

So the problem is with the pop-up headlights on my 1989 240sx. When I turn on the headlights, the drivers side goes up, but the passenger sides goes up then down into sleepy eyes kinda. When I turn the headlights off, the drivers side goes down, but the passengers side goes down then back up into sleepy eyes again. No matter what I do the passenger keeps going back into sleepy eyes position. So I checked if the brown wire for the button to the left of the steering column was cut, and it is. Could that have anything to do with it? Would it be fixed if I reconnected the brown wire?

Please help me out! I been looking online through forums and other tech support threads but have not found anything as specific as this.

Any info would be great. Thanks.
