Hey guys need some help..

so im helping out my friend figure out what is wrong with his car, his coilpacks (has sr sorry about forgetting to mention that haha) are not getting any juice..ive dissected the harness and have found that the blue wire w/red stripe comming from the coil pack harness has been spliced (by prior owner) and the wire that is spiced out of the blue wire leads to nothing, i know it has to go somewhere cause it has 12v from the blue wire, it must have been cut by something...but what? and where does this mystery wire go? any input will help..thanks.
