Not with the standard ignition on switch. In order to kick it on you'd have to jump the fuel pump relay.

ECU is not sending the signal to the relay, I had an ECU go bad out of nowhere on me, I thought it was my fuel pump and I replaced it, no change. Finally got a new ECU and everything was better again.

But make sure all the wiring is secure and correct before venturing out to source another ECU.

The ECU certainly does sent the signal to the fuel pump relay.

When you turn the key, the click you hear is the ECCS relay (in other words, you turn the ecu on).
The ECU then 'primes' the fuel system (runs fuel pump for 5 seconds) then stops it.
After that the only time that the fuel pump is running, is when the CAS is turning around.
(CAS - Crankshaft Angle Sensor).

There is a small switch inside the ECU that goes bad sometimes, it is user serviceble IF you can solder very well and know where to look.
