Note: New law (27150.2 VC) does not require law enforcement to use sound level meters to test for excessive noise. Citation is based on officer's judgment. Cited violators may have testing done at smog referee stations or may be directed by the court to have testing done. Vehicles in violation must be brought into compliance. A fine may also be imposed.

Damn they can get you for anything now days. Just drive smart and u'll have nothing to worry about. You have to catch the cops attention by doing somthing stupid in order to get pulled over.

I hate that state all the time, freaking Californians :P

Anyhow, that "new law" about not needing sound equipment to cite for noise likely stems from most CHP officers not walking around with decible meters listening to exhausts. It is very easy to challenge a citation like that, provided your exhaust is actually legal :P

Ahhhhhnold needs to use his strong hand and smack these bitches down...i really dont understand why CA is so dam pickey when it comes to cars...really, what is their reasons behind all of this, to make money? to piss off their citizens? to make the world cleaner? (as long as humans are alive, it will be dirty)

i for one wouldnt dream of moving to CA if they still have these laws...i used to live there and someday id like to move back, but if it means i cant have my car, screw that...too much of a headache...

im glad missouri isnt too stingy about this, we only have to worry about emissions (and a $50 can solve those, if you dont pass)

he's right about this....believe it or not other non-nevada folks....not only does this state have a gang of reckless drivers...they also have a stupid law where you can't go over 15mph in a school zone even when the students are not around as long as it's school hours...while here in cali we not only go 10mph more faster, we don't have to travel that slow when students are not around......

in the end, all we have to do is keep racing off the highway...it's that simple....instead, just speed....hahaha

the reason why they are so hard on cars is because there are so many which makes it way harder to keep the air quality on the good side. so they gotta do somethin to keep the air some what clean. imagine if the laws were not in place....people say its bad now...how do u think the air and sky would be if these laws were not in place... i know it sux but u dont wanna have air quality like china do u???

since catalytic converters became mandatory for vehicles, pollution has gone down VERY considerably. I think what most people are pissed about is the noise thing. A louder catback doesn't change emissions at all. I HATE THESE STUPID LAWS!! People still look at modifying street cars as a rebellious thing, I guess, when they don't realize who is in it as a hobby. WTF!?!?!?!??:hammer:

If you are going to read laws, read them right out of the book.

Code:
27150.2.  (a) Stations providing referee functions pursuant to
Section 44036 of the Health and Safety Code shall provide for the
testing of vehicular exhaust systems and the issuance of certificates
of compliance only for those vehicles that have received a citation
for a violation of Section 27150 or 27151.
   (b) A certificate of compliance for a vehicular exhaust system
shall be issued pursuant to subdivision (a) if the vehicle complies
with Sections 27150 and 27151.  Exhaust systems installed on motor
vehicles, other than motorcycles, with a manufacturer's gross vehicle
weight rating of less than 6,000 pounds comply with Sections 27150
and 27151 if they emit no more than 95 dbA when tested in accordance
with Society of Automotive Engineers Standard J1169 May 1998.
   (c) An exhaust system certificate of compliance issued pursuant to
subdivision (a) shall identify, to the extent possible, the make,
model, year, license number, and vehicle identification number of the
vehicle tested, and the make and model of the exhaust system
installed on the vehicle.
   (d) The station shall charge a fee for the exhaust system
certificate of compliance issued pursuant to subdivision (a).  The
fee charged shall be calculated to recover the costs incurred by the
Department of Consumer Affairs to implement this section.  The fees
charged by the station shall be deposited in the Vehicle Inspection
and Repair Fund established by Section 44062 of the Health and Safety
Code.
   (e) Vehicular exhaust systems are exempt from the requirements of
Sections 27150 and 27151 if compliance with those sections, or the
regulations adopted pursuant thereto, would cause an unreasonable
hardship without resulting in a sufficient corresponding benefit with
respect to noise level control.

i just got a ticket for 22350 gotta love that one, so unsafe seeing as no one else was around excpet for my friend who i was following....

following too closely i was also cited for@!!!!! when i was 5 car lengths behind at 40 mph!!!! jesssssszzzzz


im fightin this crap

ive learned to drive like a jewish kid would in nazi germany no smog tickets so far, not much driving tho considering the consequences...

If we rallied up enough people, I have faith that the new governer would listen. Sign a petition like what happened with Gray Davis. I remember last year when there were people all over the place trying to get Gray Davis pulled out. If enough of Californians voice themselves, something will be done. A lot of these laws don't makes sense, and should be disputed.

I'm sure Arnold knows that the automotive aftermarket industry is a billion dollar industry now.

Back from the dead.

I just got a citation for the new 27150a violation. After reading that carefully, am I to assume a certified "smog only" guy can write this off?

I rather not go to the CHP for this, as I have an SR.

ticket for modified exhuast?? if thats all they slapped you for, get a stock exhuast, make sure u got a cat, go to a police officer rev for him and he will sign it off.... I just asked smog tech and he said he doesnt know of smog shop operators being able to write off modified exhaust tickets...

Yea, I made some calls, and for the CHP to sign off the ticket, you need a cert from the BAR for a decibal test.

Do any of you think that a RSR Ex-mag will pass?

5 0 will say all modified exhausts are illegal... so it really depends... i heard ex mag isnt even that quiet since there is no resonator just a big muffler.. ur best bet is just getting a stock exhaust.

No doubt about cops perception of legality.

I searched around and found some information on the test. Is done accroding to something called SAE j1169 standards...Basically a controlled test...It was a bitch finding a description but I did find one:

They place a decibal meter 20 inches from tail pipe.

They rev the engine to 3/4 of the rated horsepower for your make and model.

Stock hp 95 240: 155@5600

I was a little curious as to what RPM they would rev. I found a descrip where a fella said they ran his car 3 times, revving the car to 3k~3.5k.

That is not that loud on an RSR Exmag, so since the test is FREE I will see if it will pass. If not, I will take the necessart steps...Lucky for me, I am running the stock CAT, so that quiets it down considerably (versus HF cat or straight pipe).

I am stil wondering if its a part throttle or WOT rev?

That is why i said just find a stock exhuast, put it on, go to a police officer and tell them u have a fix it ticket for modified exhaust, he looks at it, may tell you to rev, then signs it off if its to his liking.. after he has signed it off, you slap back on your cat back and pay 15 bucks.

Pretty much, and they changed it because cops were losing in court, I mean how can an officer credibly say an exhuast surpasses a certain decibel level?

As for the street racing law, cool you should get the major smack-down for doing somthing so stupid. Here in Sac. we better all keep it real cool since that mangler wadded his Civic in a street race yesterday. It was all over the news. Now the news teams will be calling all speeding related accidents street racing, and in turn the CHP wil have a "crack down" where everybody will get hassled.
As for the exhaust law, CHP can get any of us for anything they want. There are like 40,000 vehicle codes in California. Some brand new cars would probilly miss at least one thing in the vehicle code. So what I am trying to say is if you are being stupid...Like I used to be...to the cops, then expect to be treated like a buthole. If you are being cool chances are you will get treated fairly.
Just my .02, it has worked for me
