tow hook removal...

my exhaust is hitting the tow hook on my fastback (when i had it installed in the coupe there was no tow hook on the left side). what is the best way to remove it? i looked underneath and saw 2 sets of 2 screws on each side but i cannot access it with a socket wrench and my adjustable wrenches are too big to fit in there. my question is what is the best way to remove it? i read that i could just get it cut at a muffler shop, but how much would that cost? or would it be easier to take off the rear bumper and do it from there? help me please...
