hey guys, im looking into buying some 16x7inch wheels (Nippon F-2 racing rims)
40 offset (civic like offset i know

)
73 hub bore
but a 4x114.3 bolt pattern for my S13

im not going for looks or the fully flush appearence
i simply want a wheel that doesnt rub or hit my HKS coilovers
and that is slightly lighter than my steelies now

my question is: what size tires should i look into if i get these rims?

and does anyone run wheels like these?

If you want a wheel that doesn't rub coilovers, you'll need a new wheel.
Don't buy them, and use the money and the $200 you would have spent to get big enough bolt-on spacers for them to work to buy a set of wheels that will work. Look in the how low can you go thread for ideas.
