SR Injector Hissing? Cylinder 4 won't fire

I just rebuilt and swapped in a S13 redtop. Upon starting it, cylinder 4 is missing and won't fire. New plugs and the coil pack is good.

Only thing that is odd is after you shut the car off there is a very audible hissing from from the fuel rail area towards the firewall (near #4 injector I believe.) The injectors (Tomei 550cc) were not removed from the fuel rail and they worked perfect on my last motor. Does this sound like a clogged injector? Bad Injector? Bad fuel rail? Any advice is appriciated, thanks...

kinda sounds like that injector isnt seated into the fuel rail properly.
