s13 Stock gauge cluster problems

I guess there is a short of somesort cuz my speedo dont work, neither the rpm needle, and the gas meter has the little needle pointing up. So its a guessing game if I have any gas in the car well when ive check out the car I noticed that the wireing harness that leads through the front drivers side fender was thrashed and good bunch of wires were open with the copper exposed. Ive covered each on them wires with electrical tape and then ziptied that part of the harness more up on the inner portion to the top part of the body that holds the fender so it dont scratch anymore. But still nothing on the dash work
