Application fluid cleans without leaving residues. It then helps to "float" the vinyl until it is positioned. Best of all it stimulates the adhesive to bond in approximately ninety seconds, even in a colder environment. It will not cause bubbles so there's no poking holes in your work. So I would say call your local Kinkos or office max pick up a small bottle for 2-5 dollars and then follow this procedure if proper instructions aren't included.
STEP 1. Clean surface thoroughly with application fluid and a kitchen paper towel. DO NOT USE OTHER CLEANERS OR SOLVENTS.
STEP 2. Spray surface again with application fluid. Peel backing off gauge overlay and place on wet surface.
STEP 3. Position gauge overlay. Use squeegee to remove fluid, using a good deal of pressure and working from the center out to the edges in all directions.
STEP 4. Wait 2-3 minutes. Saturate paper cover tape, if any, with application fluid, then remove paper tape. Wipe surface with paper towel.
If you need more help I am also located in VA and would be happy to give you a hand.
