s13 Sr20det bogging at 4000rpm...???

I just installed an sr20det blacktop, everything went in smooth, idle is good, no boost leaks, turbo is good...minimal to no shaft play, no leaks, oil is at spec, oem BOV...only upgrade is a walboro 255 , mishmoto and air intake, done during the install.
At 4000rpm in every gear it seems to bog and hold back???? Any one experience this before?...if so solution ? any advice much appreciated.
CAS was adjusted to spec.

Damn! I reset the gap on sparkplugs to .030 and still the same thing.
Maf I will have to check...wish I knew someone local who could let me test this.
I hope not the new walboro??...is this common?
Thank you for the help Racetune.

My blacktop ecu is an e5 but is missing the LED, either it broke off during shipping?...or just was neva put on?....how do I run diagnostic mode? Does the check engine light give me codes this way? I just dont want to mess up the ecu.
Z32 maf replacement will not require a re tune on the ecu?....
THanks everyone for your input...
