The 3500 RPM problem sounds like your Mass Air Flow Sensor messing up...

The tranny sensors don't affect the operation of the engine...

Yea that sounds the most likely problem to me. Check your MAF. If all the connections are fine, then just clean it out.
The cluster and speed sensor wouldn't cause an engine problem. (as far as I know)

Yea, don't use carb cleaner, it can mess it up. Maf cleaner is the best, I mean, thats what it was intended for.

the maf might not be it. but id clean it and test it anyway. weird how it only happens from 3rd to 5th gear. so it does allow you to go past 3500 in 1st and 2nd ? see if you could find a good maf just to test.
