Would adding front and rear swaybars to my stock setup move me up to street mod in SCCA?

Short answer: yes.

Long answer: Sway bars alone would really only put you in Street Touring.  Street Mod is for cars with engine swaps and more extensive modification.  Also, if you forego the rear bar and just change or alter the front bar, you can stay in Stock.
