safc neo install in 95 s14 ka24de...help???

i installed a safc neo in my 95 s14 with the stock ka24de...everything but eothe rpm signal does not work???the throttle position sensor works, the volt meter works, correlation of air flow works, but the rpm on the safc does not work???

i hooked it up to pin #3 on the ecu its the yellow with red stripe and silver rings...is this the right one???i checked the connections and its all good but it does not work???i have my turbo timer hooked up to this wire too...i used the ecu pin out for a obd1 because my friend told me that it was a obd1 and when i searched online i found that 95 s14 comes in obd1 and obd2 so how can i tell the difference???any help please...thanks

if it's a 95, made before 10/95 it's odb1. 10/95-up is 96, which is obd2.
