SR HELP, can car still run when camshaft one tooth off?

Ok, so i have done everything so far to get my car to run right. I thought it was just the turbo after a long ass time.

sr20det, Car lags until somewhere between 3700-4k rpm. I had a take the whole head and bottom end, pretty much the whole engine apart and found my first and only problem at the time. Car squeeked, but now car wont hit boost until 4k rpm. Shop checked timing twice and said its good.

I was talking with sillyvia13 and he said a tooth of cam could probably be off. Called shop but they said it was my turbo going bad (stock t25), so i assummed it was it. So now, just bought a s14 t28 bb turbo, and it is still the same!!!

My brother said car cant run if camshaft is off by a tooth, but i dont beleive him. My question is, can the car run with the cams off by a tooth? Please lmk.
