"tighten" the idle air control valve screw that sits inbetween the intake manifold runners for cylinder 2 and 3.

don't strip it

^^^^im with these guys...adjusting the IACV should be the first/most obvious thing to address first. If that doesnt fix it, then start thinking ect/other electrical b-shit

make sure the throttle cable is not too tight causing the TB to stay open a little bit

To bring your idle down...put the car in timing mode (tps) disconnected rev 3x to 3krpm blah blah blah, after that adjust the idle air control valve till the engine is quieter and rpm is something like 725rpm or 800rmp you choose. Now, you should be able to set you timing correctly, because if your idle at 1300rpm your timing is probably off. Set it to the second tick mark from the right.
I already assumed the TPS was calibrated correctly. and that you have a small small vacuum leak. If you can't bring your idle down real low, that's a different problem than that of which i thought. <-----wtf? Anyway...!
